Disable ReLive,WattMan and FreeSync, if one of that options is enabled.Try to reset to defaults all settings in Radeon settings.
Or reinstall 16.12.1>Custom install>Clean install If you want to use ReLive Try to set frequency to 48 KHz in Windows settings for sound card.
I was playing fallout 4 and it stalled and crashed to desktop and when I went back in the game that's when the frames were crap
. Everything was already set to default I pressed the default settings anyway. I noticed that the memory speed was showing only 300 mhz where it was showing 1425 mhz before the update I couldn't get that back initially to where it should be. I finally uninstalled and reinstalled everything. Its all like it should be now. I'll keep an eye on it im just confused as to why the memory speed was stuck 300 mhz I ran diagnostics on the memory before the uninstall to make sure that wasn't the issue and it checked out fine. I suppose it was just a bug with the driver possibly. I had the update for 1 day before it happened

You are right. It is known bug (one of many others) of 16.12.1(memory stuck on idle frequency)
