Multiple monitors, 390, and Wattman don't get along

I have two monitors connected with DVI cables to my MSI R9 390. Since yesterday's update Wattman has been causing Display Corruption. The memory isn't at a fixed 1500MHz anymore. Sometimes it starts bouncing around between 150MHz and 1500MHz depending on if there's any load or not. This morning I booted up my computer to play BF1 and noticed the game was running at 10fps using perfoverlay.drawfps 1. I exited the game and checked the memory clock to see what was going on. I had just turned my computer on and went straight into BF1 but for some reason it was stuck at 150MHz.
