What you mean by that " It fails at boot start."?
1.Are you sure that your RX 480 is OK?
2.Check VGA power cable
3.Take out your video card and fit it again more tight
4.Are there any beeps from PC?
5.Reset or (and) update your motherboard BIOS
Yes, I'm sure the RX480 is ok! I've tested in another motherboard.
The crosshair III formula has a LCD poster. When the system starts, the lcd post give VGA problem and beeps.
My BIOS is updated, version 2003 (year 2012).
I've reset the bios with the CLEAR CMOS button, at the back of the tower.
In theory, the rx480 should work. I've bought the xfx rx 480 believing on it. If it doesn't work at my motherboard, it was my fault, not the vendor's fault. The vendor tested the video card and it was working too.
AMD should publish a compability list of video card. They say that it works at pci-express 2.0 x16, but i don't have any clue why it doesn't work.
My old video cards are 2x powercolor radeon 5870.

Most of RX 480 need UEFI support by motherboard. It is only restriction, but this fact is not well known.
For 8GB version there is one interesting BIOS Also there are RX 480 with dual BIOS (and switch) UEFI/Legacy
