Freshest drivers from AMD are not properly detecting/installing hardware

My system:  Custom Desktop

CPU:  FX-8350

Motherboard:  Gigabyte 990FXA-UD3

AMD Graphics Card:  AMD (Sapphire) R9 280

Operating System:  Windows 8.1 64bit

Driver version(s) installed:

  radeon-crimson-16.9.2-sb-sata-ahci-win10-win8.1-win7-64bit-sep29

  non-whql-win8.1-64bit-radeon-software-crimson-16.11.5-nov25

Display Devices:  2 x Dell 2005WFP connected via DVI

PSU:  EVGA Supernova NEX750G

RAM:  32GB (4 x 8GB) DDR3 Mushkin Blackline 997069

SSD(s):

"C" = Samsung 840 EVO 500GB

"D" = Crucial MX300 750GB

 

I was having trouble with a Windows 10 installation. I decided to revert back to Windows 8.1.

I downloaded the proper driver packages from Download Drivers @ AMD

 

radeon-crimson-16.9.2-sb-sata-ahci-win10-win8.1-win7-64bit-sep29 does not detect any hardware.

It wants to install the "AMD Install Manager" and that's it.

In addition, the autodetect utility from Download Drivers @ AMD does not properly detect my graphics card:

I've been going at this for a few hours now.

The reason I'm rolling back to W8.1 is W10 won't install chipset drivers other than the ones supplied via Windows Update.

If I run a chipset installer on W10, I get the same outcome as above. If I run a graphics driver installer, it correctly installs the GPU. Who knows how long that'll stick, with Windows Update overriding the manually installed drivers.
