Radeon R7 240 4GB Install Issues. Fan spins for a second then stops.

Hi guys, I recently purchased a new graphics card and PSU to breathe a little more life into this desktop so I can play some of the newer games out there.  I've read tons of support threads and tried almost everything suggested. I've reset my BIOS with the CMOS reset,  dusted everything with a small paintbrush, checked all connections etc....

 

My current card works fine after putting it back in after trying to install the new card. What happens when installing the new card: All fans run, boots up fine, no beeps or codes. Runs fine on old and new PSU. Graphics card fan spins a few times and stops. No signal while it's in the slot. I ran the tool to wipe away all current drivers. I insterted my disc, powered down the computer, swapped cards and still no boot. Again the fan spun for a second and stopped. I'm stumped.
