Connecting a display to AMD graphics or extending the display

I just bought a new PC and when I realized that I was getting relatively low FPS I decided to open the AMD settings, but it immediately said "Radeon settings are currently not available, please try again after connecting a display to AMD graphics or extending the display" I looked up multiple fixes online and especially on this forum, did them all word by word but nothing works, and I'm still getting low FPS. I've used DDU in safemode and reinstalled the drivers multiple times but nothing worked and I'm still getting this problem.

Your help would be very much appreciated.
