FPS Loss on GTA V w/ AMD build

I've had my custom build for almost a year (Spec listed below). I noticed back around Late July-August that I began to have FPS issues with GTA V. I was originally get 50-60FPS w/ vSync enabled with all graphics set to either High/Very High (excluding grass and a few others) but then I was getting between 40-50 with the exact same settings and they slightly improve when I dropped all my settings to Normal. I'm not sure if this is a GTA V issue, a GPU issue or an update issue, if one of the updates ****ed the performance up. I've posted on Rockstar's support,, and Steam's GTA V community page and haven't had any luck except people mentioning they've had FPS issues with GTA V after a game update around that time. Any help would be much appreciated, looking to get this solved.
