Are Microsoft, Autodesk and NVidia designing their new software / drivers to be CPU and GPU Oriented?

I have noticed that running Windows 8 on AMD CPU is much faster than running Windows 8.1/10 on the same AMD CPU and GPU. Moreover, running Autodesk 3D Max 2010 on AMD GPU is much faster than running Autodesk 3D Max 2014 or above.

However, I noticed that running Windows 8 on Intel CPU is much slower than running Windows 8.1/10 on the same Intel CPU. Moreover, running Autodesk 3D Max 2010 on NVidia GPU is much slower than running Autodesk 3D Max 2014 or above.

In other words; even though AMD CPU, GPU and /or APU are doing great compared to Intel and NVidia, running AMD inventions on Windows 8.1 or 10 and / or Autodesk software 2014 or above, will not attract customers.

AMD developments and smart work will not be appreciated by people, not because of AMD products and inventions, but because of new Windows, Autodesk and NVidia Software /Drivers are Intel oriented.

Please try out what I have noticed, and inform me of your feedback.
