Blackscreens and problems while gaming with rx 460

I recently bought a Gigabyte Rx 460 2GB and always while playing games (not just specific games) i get blackscreens (no dvi failure) have to tab out of the game wait some seconds and enter the game again this happens about all 5 minutes. I just watched the performance graph and found out that the load on the graphicscard jumps from 0% to about 90% all the time. During 60% of the time it is on 0% suddenly jumps up and down again right afterwards. I'm currently using the 16.9.2 driver but tryed aswell the 16.10.3 Hotfix Driver and older Drivers, i uninstalled and reinstalled the graphicscard from my pc but nothing seems to help. These jumps occures during games like GTA 5 games like Garrys Mod.

 

My setup is:

OS:                   Windows 10 64 bit

CPU:                 Q6600 Quad Core at 2.4GHz

Mainboard:        Gigabyte Ga-P35C-DS3R

Ram:                  2 times: Kingston KHX8500D2/1GN 1024MBytes DDR 2 800MHz

Ram:                  2 times: G.Skill F2-8000CL5-"GBPQ 2048 MBytes DDR 2 800MHz

Power Source :  Corsair VS650; Model: 75-001837; 650 Watts

                   and of course Gigabyte Radeon x460 2GB

 

I tried everthing but nothing helped.

I would be really happy about an answer
