One might find information on AMD FX-8300 processor from the above link. 4.2GHz is its turbo burst frequency! Generally, the voltage for the turbo burst need support of the motherboard and firmware. It is set by the firmware automatically without needing to specify in SETUP/BIOS/UEFI manually.

You know the Cool and Quiet, or PowerNow! Technology found on AMD products? When less workload on processors, for energy saving, the processor would swift to the lower frequency and lower voltage, step by step. When heavy jobs are burdening the processors, within the TDP permits, the higher frequency and higher voltage would be temporarily reached for all cores or some cores at extreme step by step too. On Turbo One, all cores have been burst onto the same higher frequency to accelerate jobs to finish. On Turbo Two, another burst would apply on some core(s) which have comparably more workloads needs to be done.
Why Turbo Cores have chances to work within the TDP permit? Thread is the atom unit working onto each core, they are working, but not all of them consume the whole power which TDP permits, so there leaves some room to Burst for some moments before passing over the limits which TDP permits.
All recent AMD processors run at variable frequency based on load and processor internal temp. There is typically two Turbo modes even though the highest Turbo mode is usually the advertised Turbo frequency. For each Turbo frequency there is a specified vcore voltage programmed into the processor. As the processor frequency is increased for Turbo mode, the vcore frequency typically also increases to assure stability at the higher frequency. So with a typical AMD FX CPU you would have (5) frequencies and (5) vcore voltages programmed into the CPU. They are listed below in descending order.
Is this the input voltage in bios mode or the Vcore/Max in HWMonitor or any other check point in QC parts?
This is CPU VID in Amd Overdrive and Core #x VID in HWinfo.
HWMonitor doesn't show it accurately.
