You can delete all older driver versions inside it.
Emphasis on what goodplay said. There is (or was, not sure if it's still present) a bug where if the driver version folder is deleted, and you tried to repair or uninstall the drivers from the control panel, it would cause a BSOD. Also, why is there an AMD folder in your Windows folder? It should be C:\AMD

I was wrong, my Amd folder is inside c:\ (not inside c:\windows), in other words, alongside c:\windows. By the way, how do I distinguish which are the older drivers?
The folder name. For instance, the driver set I have installed is the 16.9.2 set, but I also still have an old folder for the 16.7.2 set I could delete.

If you know the new drivers won't cause you any problems. I always keep the previous known good working set in case an issue crops up with new drivers so I can easily roll back.
