R9 280X Fan not spinning

Fans are not spinning. I understand that they don't spin up until a specific temp, yet it gets to about 101c then turns my computer turns off. When i check AMD's Radeon Settings under overdrive it tells me that the cards fan is running at 100%. Even tough it is most certainly not moving. (I am using the latest driers) I do not know how to fix this, or whether or not it is fixable. This is the second time it has happened, the first time I noticed this was when i was playing Rust and it kept turning off 10 mins after launching. I figured out what was happening and asked on some forums and found no solution(after doing nothing it "fixed" itself the next day). Now it has happened again and I don't know what to do please help.


-Note, I can let it idle for hours and it runs at like 60c. It works fine until i launch something that uses a lot of the GPU.

- This last time it turned off because it was to hot, the fans on the gpu turned on. After the screen was black.
