    Help wanted.

Hello everyone. I want to buy RX460 4GB card but my system is pretty low budget and that's the only card I want to go for. The drawback is my PSU is a Value-Top 550w (Low-Budget) and my motherboard is a Gigabyte H85M-HD3. Do I need to buy another power supply for 460 or I'm good to go?

It's a garbage power supply, but the RX 460 draws less than 75w so you should be fine if your power supply can deliver...I'd say at least 25A at +12v to be on the safe side (look at the sticker on the side of the PSU), many low end power supplies may carry a high rating but achieve this rating by combining the relatively minor +3.3v and +5v totals as well.
