Sapphire RX 480 Nitro+ 8gb fan problem (Default values don't work)

Hello folks! I got my brand new Sapphire RX 480 Nitro+ and put it into my PC and clean installed the latest AMD drivers. It works perfectly but I have a big problem: Default fan profile doesn't work properly.


As I researched, my card's fans should spin @ exactly 52 degrees and should stop under 52 degrees. However, in my case fans start @ 54-55 degrees with %15 fan speed and stops when fan speed drops under %15 (regardless GPU temperature, sometimes it stops around 35 degrees). In addition, fan speed is at very low speeds as temperature increases. For example, around 75 C fan only spins at 29% even target temperature is set to 75 as default and this causes overheating. I checked Wattman and all settings is on auto (target temperature is 75 C). I am using MSI afterburner to monitor temps and fan settings but I never created a fan profile so there isn't any fan profiles to conflict. Also tried to uninstalling AB but nothing is changed. However, when I create custom profiles on Wattman, target temperature works as intented but fans always start at 54-55 degrees. Can someone help me with this issue? I tried both 16.9.1 and 16.9.2 drivers.

CPU: FX 8350 @ stock settings

MB: GA-970A-UD3P

Ram: 16 GB

PSU: 750 W gold (Highpower)
