Low FPS in Minecraft with r9 380

Ever since I got my r9 380, I've been getting abysmal framerates(<20) in specifically Minecraft. After a bit of digging, I've found that the GPU simply doesn't boost to 3d clocks, remaining at around 300Mhz while playing. it isn't a CPU problem either, it remains at around 50% while playing. For some reason, Minecraft is the ONLY game it does this in. All other games it boosts and runs just fine. I've allocated 4gb to it as well. Help!
