Have you tried disabling Power Efficiency in Radeon Settings > Gaming > Global Settings?

Still get stuttering in every single game
Before the update with 16.3.2 everything was fine, but now i get stuttering with 16.3.2 too.
I did a Windows 10 cleaninstall but nothing change, stuttering everywhere :/

Strange, there is a known issue with the R9 380 in crossfire mode Radeon Software Crimson Edition 16.9.2 Release Notes
But from your specs you dont run crossfire.
Do you have raptr or amd gaming evolved running? Had a similiar problem with all my Origin games, raptr caused it.
BUt we need more Information, could you post logs of CS and the windows eventmonitor?
And what's your native language?
Bring up task manager while stuttering to see if something is using up cpu cycles. It sounds like an issue local to your system so i wonder if another process or application on your system is causing the issue.
What are your temperatures like?
I'm from Germany.
No, i don't install raptr and the other things. Only the driver, radeon settings and the hdmi audio driver.
CPU: max. 50C°
GPU: max. 70C°
The same temperatures as before the update and before the update everything was fine.
As i say, i did a clean install from win10 64 pro WITH anniversary and have nothing installed except steam and origins and the games.
so there are no applications in the background.

Back to your problem, sounds really odd but many ppl seem to have an issue with the w10 anniversary update.
You dont have a 4k display or stream/record your game sessions? (w10 changed the way it handles 4k and streaming to other applications)
Some more information would be nice, maybe check the logs of the games you play and post em or check if you see something odd.
I.e. GTA V logs wich are located documents-rockstargames-gtav-launcher.log
The problem is:
The gpu usage drops random and the game stutter.
i tried 16.7.3,16.8.3,16.9.1, 16.9.2 and no different.
sometimes the games runs fine and smooth but randomly the gpu usage drops down and the game stutter in this moment.
Sounds like something on your system could be causing those drops. I would recommend checking Task Manager when they occur to see if another process or system cycle is using up CPU or Memory resources.
Yep, I saw the same bad problem with my R9 380 - disabling Power Efficiency in the driver fixed this issue.
However, you can try using the Win high-performance power setting/option to prevent clock scaling.
