7970 clock stuck at 501 mhz and ignoring OC after watching videos (windows 10)
Forced to restart computer to fix it... temporaly, until I watch a video again.
I have the exact same issue with an HD 7950. The card idles at 501Mhz instead of 300Mhz after playing a video file on Win10, and that comes with increased temps and power usage. It will also ignore any overclock you do, and the only way to fix it as you say is to restart the computer. It's very annoying.
What drivers version do you have? W10 X64 i suppose right?
How long time is your graphic doing that?
I got same problem with my R9 280 aka 7950.
None of you mentioned which driver version you're using.
If it were me I'd DDU the current driver and try the WHQL driver. If this fixes it then send a report.
I'm using the latest drivers, I'm always up to date. I don't know exactly for how long this has been happening, but I noticed a few weeks ago when the card was running hotter than usual while at idle. It's a widespread issue with people in other forums reporting the same issue.
It's been happening since crimson update. I'm keeping it up to date (currently 16.9.2) hoping for a fix to come out.
hello, i have the same problem whit gigabyte r9 280x. idle 501 mhz ,i have 16.9.1 driver.

fx 6300 , 8 GB ddr
Does AMD know about this? It's very annoying knowing that if I watch any video file on my computer I'm gonna have to restart afterwards or my PC will be wasting power at idle...
Exactly the same problem with my 280x ! I just installed win10 some days ago, I just saw games was not as smooth as on windows 7, lower fps.. I was very disappointed, after some researchs, I saw my graphic card was hot (50°c) without games or soft opened, with GPU-Z, I saw my frequency at 500-1250 mhz instead of 300-150 in 2D, and 950-1250 instead of 1070-1250 in 3D !! and impossible to change it.
I tried many drivers, more than 10 drivers and all Crimson have this problem ! 2018 and still not fixed ! AMD PLEASE !! this graphic card is still good for most games in 1080P !
Now i'm trying the driver I got on the CD with my graphic card.. back to 2013.. I will see if the problem is still here...
