When did you update to Win10 Anniversary? Any chance that may be when you started seeing the game stutter?
Anyway if you can capture a GPUView trace for this kind of problems, it'll be very helpful for developers to look at. Just saying
I updated to Win 10 Anniversary when it released, I didn't have any problems back then, I probably stilled used 16.7.2 back then. The stutters came with 16.9.1.
I started to think more into this, since I really can't find anyone with this problem it has to be related to my PC only. I literally have no idea what is causing it, checking background apps, activity, nothing should cause this problem.
So yesterday I formatted my C: drive and reinstalled Win 10, updated to anniversary update and installed a few drivers for motherboard and grabbed the 16.9.2 drivers from AMD. Everything is butter smooth now, no stutters.
I will probably don't know what caused the problem, but at least now if I happen to start getting stutters, I will probably know which program I installed last.
I did report this stutter with the latest two drivers to AMD, sadly they don't have a list of program I had in my computer so they may not be able to replicate it, but I will report back if I find the cause of it.
