The latest Crimson driver for your system is 16.2.1 and is available here.
The last Catalyst driver for your system is 15.11.1 Beta and is available here.
I would recommend using DDU to sweep your system of AMD drivers, and then trying the drivers above to see if they improve your performance issue.
To configure an application to use the discrete GPU (HD 6470m) you need to open Radeon Settings > Preferences > Additional Settings.
In CCC Slim, navigate to Switchable Graphics Application Settings. This area will allow you to select which 3D application uses the Integrated GPU or the High Performance GPU. Add the application to CCC and select High Performance Mode to ensure that the High Performance GPU is used. Note, it is recommend to have the laptop plugged in and Windows configured to High performance mode in the Control Panel > Power options to ensure you get the best possible performance.
Thanks for replying! Unfortunately, what you describe is exactly what I did at last, uninstalling all amd drivers and then installing the crimson beta. Driver installation all worked well, but the problem stays. Is it a common feature of broken graphic chips to make everything reeeally slow...?

OK I got the problem solved! In the HP Support Forum they advised me to uninstall all display drivers via device manager. After that I also uninstalled AMD Install Manager via programs/features in the control panel, incl. all drivers.
Then I updated the BIOS to the latest version available, and after that I installed the official driver (again):
Drivers & Software - HP Support Center. It's the version 13.20-130911A-164036C(20 Dez 2013)
