Radeon HD 6470M very slow graphics (~1,5 FPS on average) - Hardware failure yes/no?

My Radeon HD 6470M (with latest drivers now called 7400M) doesn't work properly anymore, as it only accomplishes ~1,5FPS. I tested this with benchmark tests, as well as 3D-games like Alan wake or Resident Evil 5. I also tried out several driver versions, all to no avail. The effects are apparent with not only 3D but also the Windows Aero animations, Video playback and Photoshop and so on, so I am very sure the GPU is the problem. It is still recognized properly though, e.g. device manager saying "This device is working properly.".
This happened more or less from one day to the next. Do I really have to accept a hardware failure? And if so, what can I do about it? The Radeon is built in a HP Elitebook 8460p as a discrete graphics chip, so the switching graphics option is not the problem. Could overheating have corrupted the chip? If so, why aren't there any graphical errors visible?

Thanks for any kind of helpful information!
