I had to DISABLE CROSSFIRE feature to get both video cards to display all monitors concurrently.
I couldn't find this solution on-line, nor the specific steps needed to disable it (this feature was buried). Please update your on-line help documentation.
(Apparently the default installation/setup state is for Crossfire to be enabled for gaming. The initial installation/setup state should be DISABLED so that all cards and monitors will display correctly. Later, Crossfire can be toggled ON/enabled if/when desired for gaming. Not everyone spends their whole life gaming - I use my PC for business/productivity.) This was never a problem until I paired two R7 360 cards together. The driver installation/setup should prompt for User selection/preference choice (with an explanation of the effect/consequences).
This issue has now been resolved (after great frustration) and can be closed.
