Radeon R9 280 screen flickers (Win 10)

I have a Radeon R9 280 that's about two years old. For the past six months or so, I have noticed a consistent flicker, or jitter, to my screen. Most often it happens when I'm running games in Windowed Fullscreen, but sometimes it just happens when all I have open is the browser and, say, Discord or Solitaire - nothing graphically taxing. I never had this problem back when I had Windows 7, or when I first upgraded to Windows 10, but recently it has become more and more prevalent.

Here's my specs:

Radeon Software Version - 16.7.3

Radeon Software Edition - Crimson

Graphics Chipset - AMD Radeon R9 200 Series

Memory Size - 3072 MB

Memory Type - GDDR5

Core Clock - 1072 MHz

Windows Version - Windows 10 (64 bit)

System Memory - 16 GB

CPU Type - Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz

Every support article I read says to update the drivers, but I keep them updated every time it tells me there's an updated version and I still get the flicker/jitter (it feels less like a flicker and more like the screen bouncing up and down). Is there anything I can do, or should I just start shopping for an upgrade?
