          Here is what I use: R9 290

           

          Anti-aliasing Mode > Enhance application settings

          Anti-aliasing Method > Adaptive multisampling

          Morphological Filtering > Off

          Anisotropic Filtering Mode > Override > 16

          Texture Filtering Quality> High

          Surface Format Optimization > OFF

          Wait for Vertical Refresh > On unless

          OpenGL Triple Buffering> On

          Shader Cache > AMD optimized

          Tessellation Mode > 32

          Frame Rate Control > 59

           

          If you are the kind of user that likes to see high numbers...then put vert refresh=Off unless and disable Frame rate control.

                        Your settings is not for best fps:

                        Surface Format Optimization should be ON. A perfomance optimization on floating point operation.

                        OpenGL Triple Buffering should be OFF. With Vsync off, triple buffering does absolutely nothing but possibly waste some VRAM.

                            A mistake on my part with OpenGL as I never use anything but vert sync. It is a general setting that comes in to play only on OpenGL games, such as No Man's Sky. But the performance 'optimization' is a bunch of bull from the good old days of fudging bench/performance test. There is only one way to increase fps (resolution aside) using the available graphics settings in the control panel and that is to reduce quality. So you buy a high performance graphics card just to get high fps? Most people want the best possible visuals with a playable fps of 60. But if you want to play at 100-200 fps and have crappy visuals...game on. I also could have recommended using morphological filtering and minimum/no anti-aliasing at all...but that would have to be selected on a per game basis and not in the Global settings.

                                I would agree with you if you didn't state that it is "Best gaming fps settings", which is also what OP specifically asked for.

                                Also, optimization is of course a boost in performance at the cost of quality. Otherwise it is already implemented in driver already.
