Font rendering issue (tooltip text) in Window 7 after updating to AMD Legacy 13.1

Hi! I have a problem with some (but not all) text boxes (aka tooltips, I think) in Windows 7, the ones that pop-up when you hover over some elements like caption buttons in windows or the start orb in the taskbar. The fonts in text within are chopped or replaced by a thick black bar. The same happens with some (but, again, not all) of the text boxes belonging to icons' descriptions in different programs (e.g. Total Commander v8.52a, v4.0.10). I added a screenshot at the bottom.

This problems started right after updating to AMD 13.1 Legacy driver. Could someone please help me to solve this issue? Any insights will be welcomed!
