Web search of your problem mentions the upgrade process failed to fully remove all of the old driver.
Solution was to find & delete the older driver leftovers.
I would do a clean install of the drivers you need. First, I would uninstall all the old drivers on your computer.
1) Download the drivers you need off of AMD.com - Make sure they are saved someplace easy to get to.
2) Go to Programs and Features menu in Windows, and uninstall AMD Install Manager (this should uninstall all AMD software out of that menu), then restart computer
3) After computer restarts, I would run AMD Clean Uninstall Utility get to everything cleaned up nicely - AMD Clean Uninstall Utility, restart computer
4) After second restart, I would install the new GPU drivers you downloaded previously, then restart.

AMD also has an auto-detect feature if you want to use that instead of download the drivers ahead of time.
I would like to thank all that replied to this issue, particularly kingfish and oregon for their links and oregon for the step-by-step instructions. This has corrected not only the original problem, but a second problem caused by the recent major Windows 10 update that lost the HD screen resolution option for my attached monitor.
Again everything is back in good order, thanks again to all who replied.
