My r9 380x is running at PCI 2.0 16x. I don't know why, or how to change it.
How can I get it running properly?

You would have to check the PCIe settings in your motherboard BIOS, not that there is a huge difference between PCIe 2.0 and PCIe 3.0 anyway.
ok so that was the first place I looked... My only options are IGD Video, NB PCIe slot video or PCI slot video....
please someone tell me what to look for.
I think 8 GT/s vs 5 GT/s is a big enough difference.
If it was made to run at 3.0 speeds and all my hardware supports it......(correction all of my hardware dose not support it...)
Sure it's a big difference, but the R9 390X doesn't come close to saturating the PCIe 2.0 x16 bandwidth, so it doesn't matter if it runs at 3.0 or not. Also, only FM2+ APUs support PCIe 3.0 (as the northbridge chipset functions are integrated into the APU itself), while the A10-6800K is a Socket FM2, so you are limited to PCIe 2.0
