Because the UVD portion of the chip is being used for video playback and that has a different clockspeed. Disable DXVA hardware acceleration if you don't want the UVD to be used.

I have googled since i have read your answer, but i cant find how to disable dxva in Windows 10 and Edge. Do you know how it works?
