Farcry 4 seems OK to me with my RX 480, I get 64fps with ultra ingame settings (vsync off) at 2560 x 1440 resolution. Intel i7 6700 on Windows 10 X64. On low game settings it is 90ish FPS at the same resolution.
Please post your system specs. Your system and GPU are at the default clocks?

I have the same spec but i5 CPU and Windows 7 ultimate x64
I also play FC4 1080 ultra+smaa, it runs like a charm. 60fps+
Sapphire RX480 too
Probabely there's no difference between PCs mine and yours, i think it could be your windows system or AMD settings if you changed something you don't need to.
a power supply? do a clean install of windows
My psu is a CX750M. Turning on compatibility mode really helped my gpu for whatever reason and now i believe it is being bottlenecked by something else.

Having a similar problem with the following specs:
GPU: Rx 480 8gb vram
CPU: i5 3570k
RAM: Corsair vengence (3 x 4GB)
Operating System & Version: Windows 10 GPU Drivers: Latest (Used DDU to remove and clean installed, twice) 16.7.2
Background Applications: Steam/TS
So I've also recently got the card and I'm having similar problems. I'm experience random FPS drops across most* games.
https://s31.postimg.org/x6smbhugr/gcard.png - On average, the card holds out on ultimate settings at around 130~ fps on Overwatch. Every 10 seconds or so it would drop randomly - sometimes to as low as 40fps causing stuttering. The activity on wattman also shows as reducing when this happens.
*Witcher 3 drops to 30~ on occasion also, otherwise 60 fps+. Sometimes even Rocket League dips into the 40's. Games likes FFXIV seem to stay stable at around 60+, however.

Try downloading msi afterburner and in the settings turn on the enable unified GPU usage monitoring that gave me a much more accurate usage reading as the readings on wattman would spike up and down.
supply your, dxdiag file so we can check your system setup.
Your DxDiag, looks OK compared to my system.
Maybe time to look at the heat of the GPU, check with GPUZ GPU-Z Video card GPU Information Utility
create a log as you play to see if the GPU core is Throttling, under Sensor > log to file and upload if* you have trouble understanding it.
Also checking CPU temp, with HWMonitor DOWNLOADING HWMONITOR_1.29.EXE | CPUID
play a game as normal and check,
Also just a note, on my HD7970 with farcry3 the game played better when the game was in full screen mode
Sorry but the 480 will not do solid 60fps and of coarse it going to stutter now and again.

i have the same problem
i am going to play in 1080p but i can't play fallout 4 i dont even want to play in high or ultra settings medium is okay. While i am staring at a non moving object alles ist ok. But when i am in a fight or something which requires gpu to work harder my fps drops below 10 i dont know what to do.
I am using windows 8.1 64 bit.
my cpu is 8350
like i said what i want is 30 fps all times. even in fights and other stuff.
The games i tried.
Tomb raider nothing while nothing is happening when i try to climb my fps go down.
arkham knight i can't do anything.
fallout 4 is like i mentioned.

before i had this gpu i had hd 6870 powercolor i reinstalled windows but i was using windows 81 now i use 7 after i installed i made aero test for scores. My score war lower than 6870 i dont understand why is this happened ? is it ok my score for graphics in windows 7 is 6 and for gaming it is 6 answer now bite
