So your FX-9590 is freezing up when overclocking unless you use 1.6v? That's not a problem, that's chip variance.
The FX-9000 series CPUs are factory overclocked FX-8000 CPUs and thus they have a 220w TDP vs. the 125w FX-8000 series CPUs.
The FX-9000 series CPUs require:
1. A specially designed mobo that can properly provide 220W or more power to the FX-9000 series CPUs
2. Needs a CPU HSF or other cooler capable of 220w or more
3. Requires a cooling fan blowing on the mobo VRM circuit to prevent overheating and CPU throttling
4. A quality 650w or greater PSU with at least 54 amps on the 12v rail
There are at least a half dozen FX-9590 threads here that address "freezing" which can be caused by a host of BIOS settings, RAM issues, etc. The FX-9590 has a base frequency of 4.7 GHz. The 5.0 GHz. frequency is the "Turbo Mode" frequency. AMD increase the vcore voltage when it increased the frequency above the base frequency - to stabilize the higher frequency.
There is no point in being angry. You would be better served by technically learning the details of the FX processors and how to obtain the best performance from the one you have. There is no issue with you CPU from what you have reported.
