fan control not working properly..

So 2 days ago i started up my computer, and i noticed one of my fans was going ballistic so i went and looked what it was it was my GPU fan so i tried to lower it (It was 55%) so it went lower and instantly went back up to 55%, Anybody know why this is and is there a way to fix it?

 

I've already tried a lot, downgrading drivers, trying the old catalyst control center, Resetting crimson, Putting fans on auto (witch it throws it self off and sets it self back on 55%), Overdrive reset/Auto fan control.

 

To keep it down for the moment I am using Msi afterburner to keep it down seeming as it isn't even running hot at all.

Windows 10 Pro 64-bit

AMD Phenom II X4 965

4.00GB Dual-Channel DDR3 (Will be changed soon)

Gigabyte Technology Co. Ltd. GA-MA74GMT-S2 (^^ Same for is)

1024MB ATI AMD Radeon HD 7800 Series, It doesnt really say witch one it is but its the 7850.

Philips 190SW (1440x900@60Hz)

223GB Crucial CT240BX200SSD1 ATA Device (SSD)

931GB Western Digital WDC WD10EALS-00Z8A0 ATA Device (SATA)

28GB SanDisk Ultra Fit USB Device (USB)

 

 

And my driver version: Radeon Software Version 16.3.2 (Crimson)
