Can't install driver or radeon software

      Card: Sapphire R9 380 2GB

      System: Desktop

      OS: Windows 7 SP1

Driver version installed: 16.200.1010.1002 (provided with

      Vizio E320fi-B2 TV via HDMI 1920x1080 60Hz

      Dell E248WFP via DVI 1920x1200 60Hz

      Motherboard: ECS H87H3-M(1.0)

      CPU: i5-4570

      Power: CX500m

      RAM: 16GB

Runs well in Ubuntu Gnome 16.04 using amdgpu / gallium

Tried to upgrade my driver and it blue screened my machine. After a series of messages from the the and 16.4.2 installers after running DDU and retrying including something along the lines of "no cards detected" as well as the attached, I reinstalled Windows on top of itself. No difference in behavior. Reinstalled Windows fresh and still getting the attached. I *can* install the driver manually via the device manager.

I have: run DDU, run sfc /scannow, installed all windows updates.
