R9 380 screen tearing + stuttering even on desktop

I recently bought an AMD R9 380 4go built by Msi. I've replaced my old ATI HD 4870 with it. Since then, i've got stuttering and screen tearing problems even on my desktop.

After seeking for solutions, i thought my OS, which was 32bits, had to be upgraded to 64bits, so i did the upgrade, but the problem persists.

I've never encountered these problems with my old ATI which was clearly weaker. Exact same thing in game (csgo) : I'm running the game at 200 to 300 fps with the new card but it's stuttering and tearing. With my old card, i was running around 120/150 and never encountered this kind of thing.

I have an idea of where the main problem could come from, but i need confirmation

I think my global configuration is too weak for this graphic card, but i really want to be sure before buying new parts :

Motherboard : Gygabite GA-MA790X-UD3P

Processor : AMD Phenom II X4 955 (4 CPU @3.2Ghz)

Ram : 4go of DDR2 (1333Mhz)

Graphic card : AMD Radeon R9 380 4go

Power : 400W

OS : Windows 7 Pro 64 bits
