MQ24UQ 4k monitor downgrades to 2140p after installing R9 390x drivers.

I have a 4k monitor and when I install the drivers for my 390x, windows reverts to 2140p and I cannot find any option for 4k resolution. When I try to play without any drivers installed after a wipe and clean install of windows, I do get 4k but  dota 2, cs go, transistor heck even metal slug 3 stutters so much it takes 5 secs for the screen to go back to windows. I am not sure what to do so I can play in the resolution of my monitor, I do not care about the using the lowest settings as all I want is to be able to actually play again.

Specs are 3570k, z77 sabertooth, 16 gb ram, His 390x, MG24UQ monitor.

I used to be able to play at actual monitor resolution but I had to reinstall windows 10. The games I play are not even that demanding that a 390x cant handle them in 4k at medium to high settings.
