Is your Power Limit set to +50 in Overdrive?
Sapphire recommends a 750watt power supply for a single card
Yes power overdrive on both cards is set to +50%.
ULPS is disabled.
For reference, my system runs Doom (2016) on Ultra settings with everything maxed out on about 90-100fps.
I disable ULPS in registry because it always caused issue with black screen when I reboot my computer or shut down if I don't. But if you are not overclocking the cards whats the point in setting the power to +50%? Are you doing that with a tool like MSI Afterburner? That is what I have installed and normally use if I overclock but right now the cards are at stock settings with EnableULPS registry settings set to 0.

mattm I found a fix for this finally for my system but I'm running Fury X cards so I don't think this will work for you as the Power Efficiency setting was only added for the 300 series cards and the Fury cards.
Now with my 2 Fury X cards i'm getting 78FPS average running The Division Benchmark with 2560x1440 res at Ultra setting default with frame limit off. Before I did that power efficiency fix I used to get in the 40's average FPS with Crossfire, so I had to disable Crossfire and run one card all the time which gave much better performance. With the work around I found though I can now run with Crossfire and be so much better.
All these Screenshots are from graphs in MSI Afterburner while running The Division in game Benchmark tool. I have Sapphire 2 Fury X cards on a X99 chipset MB. Intel i7 5960X cpu OC to 4.2Ghz. Graphics card are running stock core speed 1050, only overclock setting is to set the power up to +50% as Kingfish suggested.
Here is an examples of how the cards cores was running with Power Efficiency On,
Then I would turn off Power Efficiency but it would only seem to take affect on card 1 so performance was still worse than using 1 card with no Crossfire.
Then with the work around I talked about in the other thread and this one. I by disabling Power Efficiency on both cards while Crossfire was off then turning Crossfire back on I get this now when I run The Division or Overwatch and no longer have performance issues in Crossfire.
Please install Crimson 16.8.3.
I had the negative Scaling Issue on my system i74770K, GPU1 = Sapphire HD7970 OC 6GB, GPU2 = Sapphire R9 280x OC 3GB.
Note my cards are not on the Crossfire Compatibility chart.
For me negative scaling is fixed since Crimson 16.8.1.
I get FPS improvement of 1.42 in the Division on Ultra and can run at 56-60FPS at 1080p.
