I allowed the pushed update of my Radeon Software version to go from 15.12 to 16.3.2.  BIG MISTAKE!  I immediately had a rendering issue when using various blur effects in Premiere Pro.  I noticed it when using Gaussian Blur on a clip, the blur distorted the effected footage and added in digital artifacts.  Interestingly if I changed the blur dimensions to Vertical only, the effect worked and rendered properly, but Horizontal or Vertical and Horizontal produced footage that would not render properly.  The workaround to this was to change my project settings and go from using Renderer GPU Acceleration (OpenCL) to Software only.  Ultimately I rolled back my driver to 15.12 and everything works perfectly now.
