Using a samsung ue590 uhd-qhd monitor u28e590d - NOT a serious gamer, mainly into web page design. Recommendations for a graphics card for this monitor.

Based on your requirements above, I'm thinking a lower end GPU with 2-4GB of video memory.
No particular games - just a thought. Would probably be single player and not multiple player games. Certainly nothing serious
Only memory requirements is support 28" monitor, 4K at 60+Hz - would prefer HDMI 2 but there are other options.
Budget is always an issue. But as one person suggested to wait for the new Pascal & Polaris cards which will probably be about $1,000 - this will NOT happen! Just remember I am NOT a gamer but just want a really good monitor with good resolution. So gaming speed is not so important.

None of our current GPUs support HDMI 2.0 natively, so you'll need to settle for 4K @30HZ. Additionally, you can use a DP1.2-HDMI2.0 adapter from Club3D to enable 4K @60HZ via HDMI. More information on that here.

Does the R9 380 have a DP 1.2 port? Would it not work to the DP1.2 on theSamsung monitor to give me the 4K@60Hz?

Yes the R9 380 has a DP1.2 port so you can use that natively.
Looking at the R9 380 specs on the Sapphire site (SAPPHIRE Technology ) it shows their SAPPHIRE R9 380 Series does support 2160P HDMI Resolution - is this not the same as 4K resolution. Is this 30Hz at 4K?
What is the difference between the R9 380 and the R9 380X? Is the HDMI on the R9 380X a HDMI 2.x port?
No, HDMI 2.0 is not supported on the 380x. The 380x has extra Stream Processors, ROPS and texture mapping units vs the R9 380. Aside from that, they are identical.
