I've updated to the latest drivers provided for DOOM and still having this issue. I do not overclock any of my equipment BTW.

Uninstall the 126.96.36.199 drivers, run DDU and then install the 16.4.2 drivers
I'm having the same problem on Powercolor 390 crossfire with an LG ultrawide freesync monitor. I think its a bug in the driver, or a windows update that's caused it.
Hey man, I used DDU and updated to 16.5.1 to see if the issue is there and it isn't there.
Maybe not only a windows update but also something new introduced to the gpu that it lowers its voltage to save power?(something that i read)

Did you ever revert back to drivers and which one did you find that the issue wasn't present? I'd like to do this since is very annoying.
Well i reverted to Crimson-16.4.2 (which is what i had prior of Crimson-188.8.131.52 and the Scanline Issues is gone.... So is definitely a driver.. fiiiiix it AMD >:C
I did revert back and the problem disappeared. Reinstalled... issue came back. It's definitely a driver issue.
I have reverted once again to the "Crimson Edition 16.3.2" drivers because it got really bad where 1 of my monitors I couldn't read anything, text, etc. When I moved the mouse it completely messed up my 2nd monitor.

Steps I took to resolve issue:
1.) Uninstalled Driver but did not restart.
2.) Started latest version of DDU which prompted me to restart my computer in Safe Mode (Windows 10 x64)
3.) Started in Safe Mode and removed all AMD Drivers.
4.) Restarted Computer then installed Crimson Edition 16.3.2 driver.
5.) Restarted computer one more time and everything seems back to normal now.
Had this issue at 144hz. I thought it was my new Nixeus 24" free sync monitor but fixed it by uninstalling 5.2.1, restarting and installing again. It would start after intense mouse movements or playing videos for me.
I'm getting the same issues.
Does anyone know if the Crimson Edition 16.6.1 Hotfix has resolved this issue?
I installed 16.6.1 Most of the problems are gone but there is a little bit of the screen twitching still . Better then that last one
