why is my desktop pixelated?

I haven't updated drivers in a while, so I went and did it today. The Radeon settings window tells me I'm on 16.3.2 on my W7 desktop.


The problem is, as the subject line states, that every time my computer and monitor wake up from idling, my desktop is pixelated. When I open an app and drag it around the screen, the desktop changes back to its solid blue.


The only thing that's changed on the system is upgrading my AMD drivers. Why does the problem occur and how do I get it to stop?


Addendum: Oh, also notice that every time it wakes up, Freecell, the free Microsoft solitaire game, has a blank screen and is frozen. I have to kill it through Task Manager and restart it.
