If reducing the detail levels to the lowest gains no FPS, it means you're CPU limited.
No way, I tried with many games. CS GO, Left 4 Dead, WoT, Risen, Skyrim and I have a A10-7300 quad core CPU that goes up to 3.2 Ghz. I played Left 4 Dead and WoT on an old Pentium Dual core 2.5Ghz CPU (E5200) and I get better and stable frames with an GTS 8600 witch is pretty old also.

I had the same problem in the past. I have R7 m265 and A10 7300 CPU which throttled to only 1.1 GHZ when I was playing games. But I noticed that when I was playing games on battery, CPU didn't throttle. All you have to do is change all power states of CPU to 1.9 GHz (power management in control panel does not work).

First I thought that this is program where you can only read you P0...P7 states. But you can actually communicate with program to change thee power states to whatever you want. Also your CPU doesn't need to be unlocked.
