    VSync forces framerate but does not prevent screen tearing

      Hello,

      I'm having some ongoing trouble with the new graphics drivers under Windows 10. I am experiencing screen tearing and a few other symptoms that lead me to believe that the VSync isn't working like it should.

      I am also unsure as to whether or not the control panel is working properly since none of the settings seem to change anything at all. I have specified the high-performance graphics processor for the application I am trying to use and set it to have VSync enabled and Triple Buffering disabled in the global and application-specific settings.

       

      Now, regardless of my settings, the application is being forced to 60 frames per second when in fullscreen, but the framerate skyrockets in windowed mode (as I'd expect because VSync only works on fullscreen applications). However, this is also the case when I disable VSync and enable triple buffering, which is often used to allow the games' framerate to rise far beyond the screen refresh rate even in fullscreen mode. In short, the behavior is identical with VSync on/off and Triple Buffering on/off. I have tested all 4 combinations numerous times without changing any of the other settings. Also regardless of my settings I am experiencing significant screen tearing.

       

      I have also tested the very same program on other computers with identical settings, some with graphics devices from different manufacturers.

       

      Now, I'm not sure if there's something I'm doing wrong here or if the driver is faulty, but hopefully someone knows what I can do to fix this issue.
