      Hi im realy bad with computers, And i have been getting great  fps drops in games that i used to have no problems running before, And now even on the lowest settings.

      Could it have to do with my AMD SMBus not having any working drivers? If so how do i get a driver for it?

          Microsoft provides the driver.

            When you click on a system driver for properties and Windows tells you that "no driver files are required...", that means the only driver for the device is a configuration setting inside Windows, and that an actual software driver for the device is not required.  AMD SMbus doesn't require an actual software driver--right click properties/driver tab/driver details to see that message.

             

            You likely need only to uninstall your present GPU drivers and then reinstall them to rectify your situation.
