Underscan problem with an ATI Radeon 3000 Graphics/Windows 7

I'm not very experienced in this, but I know that I have an underscan problem with my computer. I have a Windows 7 64-bit and an ATI Radeon 3000 Graphics. My recommended screen resolution is 1680 x 1050 and I've messed around with it, still to have black borders to the left and right of my monitor. I've downloaded the AMD Vision Engine Control Center which I've seen very much to use in the problems on over/underscan, but the tab labeled "My Digital Flat Panels" was missing. I even tried downloading an older version (CCC), but it still didn't have that tab. (I'm guessing that it's because I'm not using HDMI..?) Before, my monitor was working just fine, but apparently my little sibling messed with my computer so I don't know what exactly is the problem. Please help me, and thank you!
