Can I use integrated HD4200 with a HD6900 to get three displays on Windows 10?

I have the following setup and I'm hoping to get three monitors working as extended displays. I only need the main to work for any games, the three is for working.

 

Cards:

1. AMD Radeon HD 6900

2. ATI Radeon HD 4200 (integrated into mobo)

 

Mobo:

ASUS M4A785TD-V EVO

 

Displays:

1. On card #1 - DVI - Samsung SyncMaster 226BW

2. On card #1 - DVI to VGA - LG L1952TX-BF

3. On card #1 - VGA - Samsung SyncMaster 913v

 

In BIOS I've set surround mode to enabled.

 

In Device Manager both cards show up and neither of the icons have an x or any other indications on them. In the properties for the 6900 it says the device is working properly. The properties for the 4200 says no drivers are installed. When I try to update the driver, or use the Windows 8 driver it says it already has the best driver available.

 

Is this possible to do? And if so, any ideas how to get monitor #3 to work on card #2?
