I use an R9 290X graphic card. The temperature of the card while the Division is ca. 86 °C. This is not too high? What is the highest safety temperature?

It's fine. 105°C is the highest safe temperature, but the card will throttle once it hits 100°C.
I have a R9 390X, which is 80-85 degress celcius in Tom Clancy's The Division. I'm also curious about the high temperature. Coming from unlocked 6950's in crossfire, which didn't make any noise and ran very cool, this is making me a bit nervous.
My 390X doesn't exceed 80c under load. Make sure your case has plenty of air flowing through it to remove excess heat the card reuses.
The 290X will start to throttle once it reaches 94C. Running it at or below this temperature is perfectly safe.
if you've recently changed/updated drivers check your fan speed..
I suggest downloading msi afterburner and set up a custom fan profile..
My 290x runs at 94c a LOT when using high levels of AA/ultra settings. Never a problem
