Its directly AMD related with crimson. Tough to fix, I would downgrade to CCC.
16.2.1 only appears to have added crossfire profile for far cry primal. I would revert to 16.2 if that's not important for you, and report the issue to amd.
It's something to do with some of the latest display drivers that have been included with the Crimson packages. Uninstalling only the graphics driver and reinstalling earlier version(15.20.1062.1004) fixes the problem but the Crimson(Radeon Settings) will not save game profiles properly while using this driver. The later display driver(s) and the Crimson software appear to be built for each other.
Using Catalyst settings I can still save individual game profiles with no problem. Just sucks I can't set individual game's frame rate control while using Catalyst, it's only an overall setting. So will be cleaning up and reinstalling 16.2, hopefully to find the problem will be alleviated again.
