Potential problem with the R9 380 graphics cards.

I've been having a problem in Fallout 4 as I have documented in a video I made here: Fallout 4 crashing bug caused by rain - YouTube

However, this is operating under the assumption that the problem is to do with the game and that it's up to Bethesda to fix it.  However there is one fairly troubling detail.  Of all the forums I've seen this issue reported, of the replies I've gotten to my own pleas for a fix, there is one commonality in all those who have this crash: the R9 380/x.  As of yet, I haven't seen anyone with another AMD card or an Nvidia card report they have this issue.

Which is opening up the possibility that this problem is not on Bethesda's end, but rather AMDs end and that if it's not driver related (As the video details this crash occurs on any drivers you care to name, CCC or Crimson) that it could be potentially a problem with the R9 380 graphics cards themselves, a bad batch or something?

Any input is appreciated.
