Do ATI Radeon HD 7700M 2GB (Laptop edition) & HD 4650 (PC edition) graphic cards support overclocking?

Hi,

      First of all, i have a Dell (Inspiron 7520 15R) laptop with an external ATI Radeon HD 7700M graphic card which has a 2GB dedicated                   memory and internal (Intel) graphic processor with up to 4GB shared memory. Can i overclock my ATI Radeon HD 7700M card through                 AMD Crimson Edition 16.1.1 Hotfix? and why I can't see the (Overdrive) tap besides (Global settings) in the software user interface?

Second issue with my PC which has ATI Radeon HD 4650 graphic card with 1GB dedicated memory up to 2.5GB. Can i also overclock this card

with Catalyst Control Center software?
