You can do this just with Windows Display settings, as long as your game resolution is the same as your game resolution. The problem is when you leave the game to the second screen, it will in a way alt out of fullscreen, stutters, flashes and slowdowns while popping back and forth.
In game select AMD GPU 1 (screen 1) yet that game will likely fullscreen to the main display anyway. Then on screen 2 just have your browser. Borderless window in game may help, but its possible every time you turn right you mouse will leave the screen to 2.
