The card can perform better than that. You may not have tried everything, so isn't ridiculous? Can you list what you have, and I'm sure we can work out a solution.
From what I have found your CPU, RAM and that GPU alone use around 450 watts. Your PSU is rated at 550w. This isn't ideal, then you have storage, the mobo, fans, the clocks your running at. Maybe try turning down Power Control in Crimson to -50%, if you can get hold of someone's higher wattage PSU, something 750w+ you can see how much better performance is.
Again I'm sure we can work out a solution. AMD only make the chip btw.
I would suspect your slow WD Blue HDD as the culprit.

I would have to disagree with the hard drive cause I have the same issue and my game is installed on a raptor drive. I get the stuttering as well

I will take a look a little later on at your post, its nice to see a good amount of info for your issue. For now it might be worth bumping it.
ive seen lots of people use the intel on forms and it irritates me so I wanted to put that out there so that doesn't get used as a excuse. yes I know its a amd website so its all good.

Hi I have 2 of these cards in crossfire and there amazing card even a single one is great. The new crimson drivers are super buggy so reverting back to 15.11.1 does help.
Amd shouldn't have released the crimson drivers yet as most users from the r9 300 range are having issues. This is including the Fury X
Revert back to 15.11.1 drivers and see if that works for you like it did with me.
