ati 7series vga onboard gigabyte motherboard - samsung plasma overscan

first time poster.  read through a few others - not sure I'm finding the right answer.

just replaced an older gigabyte motherboard with a newer one.  old was probably 2008 or so, with onboard hdmi.  this one is 2015 version, with onboard hdmi.  not a gamer, just trying to keep it simple for media center needs.

older motherboard had radeon 4250 onboard.  this one has ATI 7series.  with the older motherboard, i was able to shape the screen so it fit my TV.  Scaling?  toggle slider bar, percentage.  with this 7series, I don't have, nor can I install catalyst, or the newer crimson software to help me.  not a fan of the regedit changes I found, if I even found that properly.

so question, is - what can I do to help?  at this point, the screen is about 98% of the tv screen.  if I don't find a solution, I'm fine - not sure anyone else really notices.
