16.1 Hotfix seems to have broken my computer (Win10)

Yesterday I noticed there was some artifacting going on in a few games that I play, so I decided to see if there were any GPU driver updates available. I grabbed the Crimson 16.1 hotfix and installed it, and after the installation my computer restarted itself. Upon rebooting, windows attempted to do some repairs, which led to a screen that says "Your pc did not start up correctly" and it asked me to restart again. Now whenever I start the computer it just goes to that screen and I haven't been able to get passed it.

 

I've looked into general fixes for this automatic repair loop that I'm now stuck in, but none of those have worked. Considering this started happening right after installing the 16.1 hotfix, I feel like this is related to that. If anyone has any ideas on how I could fix this without reinstalling windows, that would be great.
